If Serbia has Friendly status with Russia, Russia might intervene on the side of Austria to “protect” Serbia. Austria brings in its allies, including Serbia. Rule #3: When attacked by other countries, feel free to smack them around. You should be building ships and brigades to attack uncivilized countries from day one if your long-term plan includes conquering pieces of Asia and Africa.
